The result of the debate was to delete the article, as it had been transwikied to the Wikibooks cookbook. See wikibooks:Cookbook:Soup with Supplì.

Keep but make encyclopedic. A recipe is fine to be included as part of an article, but should not be the article itself. If anyone knows enough to expand the cultural stuff, it'd be worth keeping.
