Keep. There is no consensus that "notability" should be a criterion for inclusion. See Jimbo Wales' view on notability, as expressed in the poll where notability failed to become an accepted reason for deletion. In this case, we have an offence to humanity who has made the news a few times, and is likely to plague this poor benighted planet for some time to come.
